The Choice character was developed to be identifiable by young people as a peer, not as a figure of authority. Choice needed to be “one of the group” and “cool” so that young people would join with, not rebel against.
In particular, Choice is a figure that is appealing and can be remembered instantly by all that see the character. Choice represents people regardless of race, color, creed or religion, whilst maintaining a non-judgmental and non-directive attitude.
